Find the operative national instrument
Start with the official national legislation portal. Find the instrument implementing the Directive, its publication reference, amendments and commencement provisions. Check whether different sections take effect at different times. Keep the official-language text available even when using a translation for working notes. A consultation, bill or government announcement is useful context but should not be described as enacted law.
Separate status from substance
A status field answers whether a measure is proposed, adopted, published or applicable. A substance field records what the measure does for the relevant product. These are different questions. A measure can be enacted while a particular operational detail awaits secondary legislation or regulator clarification. Attach a precise source and review date to each status. Do not give an entire jurisdiction a single green badge when the supporting research is incomplete.
Use a country comparison carefully
Create columns for the national instrument, commencement, competent authority, product scope questions and relevant national options. Add an explicit unresolved field rather than guessing. Compare equivalent products and provisions across countries. A difference in document wording may reflect translation, while a difference in national options may have operational consequences. Ask a reviewer to confirm which differences affect the actual product before turning them into release requirements.
Keep the matrix reviewable
Record the person or team responsible for each row and the next review trigger. Triggers may include a new statutory instrument, regulator publication or product change. Store the source URL, citation, access date and a short explanation of the finding. This site does not currently publish verified country implementation statuses. The method here describes how to build a defensible research record; it should not be mistaken for evidence that a named Member State has completed implementation.
